I have been trying to get a better understanding of NM. I ran into some odd behavior described below.

Case 1: A British CL raiding Norway to Germany Convoy route loses 1 step.
British NM decreases by 40 - 20 for the MPP loss and 20 for the loss of MPPs while raiding on a convoy route.
This change in NM is what I expect from the manual.

Case 2: A French CL raiding Norway to Germany Convoy route loses 1 step.
French NM decreases by 20. However, it seems as though French NM should decrease by - 20 for the MPP loss and 20 for the loss of MPPs while raiding on a convoy route.
This change in NM is NOT what I expect from the manual.

I've checked and neither the UK nor France should be losing any National Morale points for raiding an enemy's convoy route.

Something else must be going on for their NM to be dropping, have they perhaps abandoned any positions in the Med, or are they engaged in combat?
