Unit sizes.

Seeing that there are three sizes that can be used, I know the smaller ones are used to garrison against partisans. Other than that, what would prompt a player to have a small corp or division? Do they have any advantages such as more mobility over a large corp?

It is just an option for a smaller sized unit. How you use them is up to you.

In some games that have split and combine of units you can recombine only units that were from same the parent unit. Is your game like this or can you combine any two units that were split?

Only infantry class can combine and split because they are the only kind of unit to have the same types of smaller units within the corp.
For game balance, and due to composition, other units can't be split or combined. A mountain corps just isn't all mountain units. It does have other types of divisions in it. Same applies to an armor corps. These units were made of tank divisions, motorized divisions, infantry divisions.
