Are Strategic Bombing effects added to the game and, if so, how do they work?

You can bomb resources. They repair each turn. If you bomb more than the repair rate you start having impact on the resource. Oil is a resource.

Air units can also interdict land units and reduce their movement for the next turn.

Cities are included in the category of resources? Or resources exclusively represent mines, oil wells, etc?

It's mixed. There are production resources, urban + production resources, urban + manpower resources, oil resources
