Most units will upgrade to 10. However, some that always cap out at less. Is this location? I notice Italy in Albania can't hit 10. Some in Egypt won't hit 10. Most in France / England will hit 10. I even have a UK sub starting in Egypt that won't go past 8. Are some troops set with lower limits? If lower limits, how can you tell?



Sometimes I can fully fix a ship in Egypt. Other times despite plenty of MPP it won't upgrade. It is supply, or something else? The Axis hasn't bombed those ports.

They need to have a commander with 10 strength nearby (Italians in Albania), is my understanding, as well as supply to do it (hit the S key to see it for this turn and again for the next turn).
