I just noticed something hovering over the Soviet flag and was curious about it.
It says that the Russian Industrial Modifier is 65%.

It's November 1941, and Russia has been at war since late May/early June.
Their Industry Tech is at level 1.

Can someone provide some more information about how/when that modifier adjusts. Is it simply date adjusted?
It seems pretty obvious what it does.

It starts at 50% (set in the campaign) and increases at 15% per Industry tech level, hence the 65%.
