it’s January 1941 and Russia has not annexed Bessarabia. I don’t see any DE for this. Is this a bug or WAD?

There is a Decision for it in War in Europe (DE 418) but it's not in World at War. I've made a note of this to consider adding.

Great, thanks Bill. Seems like something that should happen automatically if the Russians take the Baltic states.

Given the map scale, Bessarabia wouldn't constitute that significant of an addition to the Russians in World at War . . . seems to me that there has to be some positive aspect to the decision event (morale boost?) for this to have any effect. Otherwise it's just a few hexes the Germans will overrun in short order.

When I looked at this again over the weekend I think Captjohn757 has hit the nail on the head as to why I didn't include it in WAW, as although correct, all the hexes would IIRC be empty and therefore having to prioritize work I chose not to include it.

I'm not intrinsically opposed to including it, but I'm not sure it makes sense as a Decision, and it might appear a bit odd without one if the borders just move automatically?

I agree this isn't a huge issue. However, it would be nice to grab that city in northern Romania (Cernauti?), and keep the Axis one hex away from Odessa during the first turn of Barbarossa. It should probably just be folded in to the decision to annex the Baltic States.

I'd like the event back just for the flavor.

I reconsidered: The Bessarabia event is more than just flavor. First, it's NOT just empty hexes because of Cernauti. Second, Soviets not claiming Bessarabia provides the Germans with a row of hexes (across a river to boot) as a forward staging area for the invasion of Ukraine. Thus the event should definitely return.
