Is it possible to play the scenarios provided with the game with fast start changing the options and keeping the set up?

Only by manually editing the save game file. Some options (those which add or subtract units) can not be changed without grave risk of fatal errors at some point.

Also, the quick start Russian setup for the Barbarossa scenario is atrocious. I have not looked at the other quick start scenarios.
