It's a scenario. It comes with the game.

It is in the Custom Scenarios part of the Scenario folder. This is because it has some custom graphics.

I've wondered about these scenarios in "Custom Graphics". Are there any actual, technical reasons why they are placed there, instead of the correct folder for the time period? I mean, it's just a folder, there's nothing special in the way the game handles this folder?

The custom graphics for FITE2 are in "Graphics Override\FITE2" like any other scenario. And like has been established before, these files are not read by the game anyway because of a bug so they won't be used.

No, 'they' did that four IV [and for no good reason]. Sometimes TOAW somehow gets an idea that isn't properly vetted but it's implemented anyway, it's almost like an extremely corporate atmosphere at times.

Aye. Sometimes it seems a plot to add an additional layer of confusion. Never was need for the folder before and there were plenty of scenarios with home made graphics.
