How to turn a static unit non static?

I know there is the static device so in theory changing the TOE and taken it out it might have worked, but i have being told that it often maintains the old TOE devices. Any solution?

Upgrade the static device to a non-static device.

The second option is that static devices will be destroyed in combat.
If a unit (which is not static, for example: the Infantry Regiment) has to retreat in combat, it will lose all static devices. If they are not in the OOB, the unit is still normally movable.

Good idea LST, Dali that would not work since they are to be activated while not in combat.

Good idea. Yeah. how do you calculate it?
That is well said but harder to do. You'll have 20 coastal brigade and static devices. You'll have some production to replace static devices.
