Can the Soviet build fresh air units?

I didn’t realize this was possible, but read something in an AAR that made me think it is.

I thought I read somewhere that the AI builds new air units if you have a sufficient number in the pool, but I can’t find anything to support that notion.

So, if I want more MiGs on the map, can I make the air units? If so, how do you do it?

Yes you can. Just build them like any other unit you build starting in Turn 8 if I remember correctly. You can build new air groups (maybe 8 per turn? - someone can correct this) and you can build new bases as well. It will of course depend on what's available in the pool in terms of type of planes.

Yes I think it is 8. The production system builds all these planes so they have to get used somehow. I think the AI will build airbases if the air unit airbase proportion goes out of whack.

I know you can make up to 8 air groups manually paying a points cost. I did also read that if you do not do this eventually the AI will do some automatically for you (points free) but assumed that was something patched out long ago?

AFAIR a human player has to build new air units and airbases himself, the old auto method is AI only now.
