For the heck of it, I checked out Kamikaze units just now. When I click on "naval weaponry" upgrades, this improves their attack against all land units, but NOT against naval units, but when I click on "ground attack" upgrades, this improves ALL attack values, INCLUDING those against naval units.

I somehow don't think that's intended, or is it?
