How does recon value relate to what a unit can see in nearby areas? I realize its value does allow it to skirt by adjacent enemy units

Generally, units and Internal Security assets can only observe adjacent locations. If, however, the unit or Internal Security asset is observing from a location with a mountain peak, observation visibility can be as far as 40 kilometers.
This contains a prime candidate for our Manual Project. I've been playing this game 19 years and don't have a clue what are 'Internal Security assets'.
