I'm still learning the game and am playing my way through the strike tutorials right now. There are a lot of links to outside websites in the briefings, but when I click them they open in Internet Explorer. Is there a way to get them to open in newer browsers like Chrome or Edge?

It is probably using the default browser on your system. Is that set to IE or something else?

Is this still a problem? Has Michael's hint helped?
