When I launch I get Message SDL(2) Failed

From my own experience I will receive this error message when an Anti-Virus software initiates a scan of the EXE and prevents it from fully launching properly. After it has received the green light from the AV software, it then launches normally.
If you try launching it again, or whitelisting it in your AV software, does it then launch?
