Allied vs. AI Axis (Expert)

At the start of the Allied turn after the Axis AI launched Barbarossa (2nd Axis turn of May iirc) a Russian pop-up displayed stating that Pillboxes were now available to be built.
They were even available as a purchase option (for 250 MPP).
I got distracted and saved the game. When I reloaded it there were no Pillboxes available to be built.
Apologies for not taking a screen shot, or keeping the save.

The only thing out of the ordinary was a toggling on/off of a graphic/media only mod via the settings in a prior turn.

Is this perhaps a customized campaign? I only ask as it would perhaps be normal for a message for Shock Troops being allowed to be built as the USSR uses the Pillbox slot for Shock Troops, but if the customized localization was not included in the customized campaign then it would be possible for it to display Pillbox instead.

The other possibility I'm thinking of is that perhaps you were playing in a language other than English?

Nope. Standard 1939 Storm in English with a graphic Mod that was turned on/off (perhaps a few times). Mod was off (iirc) at the time this happened.

I'll try and mess around with it again (with save files) right before Barbarossa.

Interesting and could you tell me if the graphical mod also contained customized localization text? Just curious if that got in the way somehow etc.

It was just combo of a couple of Historical Flags mods. Taking the counters from one and (some of) the media/picture files of the other.
