How to transfer capital from one city to another?

Occupy the current capitol and the next available one will become the new capitol.

I explain: i want transfer capital of Free France from Libreville to Algiers when Algiers is in allied hands.

I'm afraid that's not possible unless Algiers was originally the capital of Free France.

In the editor, it's impossible to add capital when the country is not at start of the scenario.

You do that with one of the Scripts, I think it is Territory. The first entry will be the Capital. I think I've done it but I can't remember how it goes. Something like 'if France is Surrendered, and the Allies occupy Algiers, then Algeria becomes Free France, with Algiers as its Capital'.
