This will run parallel with other tournaments but will be a knock-out tournament.

Each match is played both sides (Axis-Allies, Allies-Axis) and the winner of each match will be the one who:

1. wins both games or
2. wins in the shortest number of turns overall

In the unlikely event that both players win on the same turn, the winner will be decided by who has the most MPPs in their treasury at the end. (That is an off-the-cuff idea, so feel free to offer better suggestions)

Propose to make it a one game match lower ELO player picking the side. Lower game counts will attract many more players (almost all refusals on the other tourney were on too many game counts)
