Assign TAC support card costing AP without doing something

In my game I currently have a situation where playing the assign TAC support card for AGS does nothing but still costs a PP. PG1 has TAC support and continues to do so after playing the card, but 1 PP is lost. Probably because the TAC support card is inactive because the airfield is far back. Is this WAD? I can attach a PbeM save if needed.

Hi Ewald,
Yes, working as intended. If you request TAC for the Panzers and they are out of reach of your airfield then it's on you.
The PP represents the allocation of command resources to shift TAC from one place to another.

I remembered the original bug I wanted to report, it is possible to play the priority transport card (for around 2 AP cost) even if there is no eligible unit. You then lose the AP but can't priority transport a unit. The card should not be selectable at the first place in this case.
