I'm playing Axis against the default AI. It's Aug 1, 1941 and DE 808 did not fire though Japan controls Hainan and has a Garrison in Haikou (US is 54% and Indochina is Axis 10%). Japan did take the DE 802 option (annex Haiphong). Any idea why? Maybe DE 802 interferes with 808?

Maybe certain DEs can be delayed? In the same game DE 603 (Entice Franco) didn't fire til a couple of turns after Algeria was in German hands.

Also I'm a few patches behind. (I assume it's a bad idea to patch mid-game...)

Dunno for the events, but for patching, non of my games broke from patching, but one that has a naval CTD, worked after patching.

If China has surrendered or the USA has entered the war then the Decision won't fire.

Otherwise I can't see any reason why it wouldn't happen, as DE 808 fires if Indochina is pro-Allied but neutral, while DE 809 (an almost exact copy) covers the situation where Indochina is pro-Axis but neutral.

Neither is directly linked to DE 802.

I don't recall amending the details in a patch, although the wording was amended at one point.

I waited one more turn and DE 808 fired.
