Oil Usage

I have watched 3 or 4 videos where, in late June 1941, the Axis invaded the USSR.

In most cases, the Axis armour and air units ran out of oil by late August.
When this happened, the armour units could still move their full movenment allowance - creating deep pockets in the USSR.
However, these armoured units, even for those in good general supply, could not attack adjacent enemy units.

I would like to see such OOO units to be given at least a moderate OP movement penalty, and be allowed to attack - perhaps only once - with an attack penalty. Similary for OOO air units.

Could this be modded in the Editor?

That seems reasonable to me.

You might have watched an earlier video. This issue was fixed late in Beta. Armor and mech that have no oil move have 50% the operation points.

Oil is a resource the Axis have to manage. The Allies shouldn't have to manage oil that much or at all depending how they build.

Reducement operation points is more than agreeable for fuel shortage - I take same is for air units short of oil having 1 action instead of 2. (Are there ways to get air units to 3 actions per turn?)

Do oil using land units(armor & mech) use their oil factor(2) every time they defend?

If an armored unit has 9 ops. points, does that mean if it attacks(no move) 9 times it would use 18 oil?

It is possible for the Axis to invest in building synthetic oil factories, or do new ones automatically become available, as per happened historically?

To invest in synth oil (and industrial expansions for sheer production points) is something I advocate (and suggested already!). Or for instance for Italy, to search for oil in Lybia!

When a land or air oil dependent unit moves it expends 1 oil only once.
Each time a land or air oil dependent unit attacks it expends its oil cost.

Synthetic oil plants are given to Germany throughout the game. Having them available to buy makes it a must, which makes it gamey.

What about defending, as asked above.

Is an oil dependant ground unit that is attacked multiple times also using oil every time it is attacked? Or just once per turn if attacked?

What if it is bombed? Is that counted or is it just ground combat?

Defending land nits do NOT use oil to defend.

Air units flying over their own territory have a 50% chance not to use oil to defend.
