I just started playing. I took Krakow and Warsaw but Poland did not surrender. Two turns later and no still surrender. What triggers surrender?

I don't know yet. But I took Warsaw first and no surrender. Next turn I took Krakow and then Poland surrenders.

Every country has morale point locations. In some cases, they all must be taken. For Poland: Warsaw, Krakow, Lodz, Poznan, make 21 morale points. Look on the diplomacy screen to see the morale 'breakpoint' for taking each country.
