Malta

How does one capture Malta as the Axis? Can't para-drop on units (wish you could), so with a marine unit? Malta is just a 1 hex island on the map?

There are two hexes in Malta. One is a beach hex. Pound the garrison with Air for several turns, have a Paratrooper at the ready, land an Infantry unit on the beach and attack the weakened garrison. If it surrenders land the Paratrooper and capture Malta.

An allied air unit in Malta with enough range to reach Tripoli will affect supply using the supply system rules... or a sub... or a fleet.

Since patrolling fleets/groups must be in a non-port hex to intercept, does that same rule hold true for interdicting naval groups or are they allowed to interdict while being in a port?

No because that would be gamey. If you are in port then you are considered just in port for the turn.

That "in Malta" comment gave me a different impression.

So both interception and interdiction by naval and air forces use oil.

It should yes. Keeping navies at sea uses oil not moving them because they are considered operating in the area. But moving from port to port at 8 knots is a low fuel use so I don't discount it.
