HQ's

There seem to be some abilities that HQ's have that I can not find any description of in the manual or tutorials.

Namely, what does "call tactical air offensive" do? Also what is the range that HQ's affect? Thanks.

edit:

also the "repair/upgrade" toggle button..when I hit the button a red cross appears on the unit, but a red x seems to appear in the repair/upgrade toggle box. Does the appearance of the red cross mean the unit is selected for repairs/upgrades or does it mean its been turned off?

Does proximity to an HQ effect rate of recovery by distance, leader traits or unit type or HQ attribute and receiving unit attribute? any other variables besides supply? Did I see somewhere percent of logistics unused?

HQ give +1 map supply levels within the command radius. They also make 0 map supply levels a 1 map supply level. This affects effectiveness recovery
HQs also give a bonus effectiveness recover of I +4% if I remember within command radius
Then there is the General bonus
