Page 89 details the generals abilities.

Yes, according to the manual the three attributes of a general; Combat, Mobility & Tenacity will improve with experience. I have yet to see any improvement but am watching for it. A generals three abilities influence the units in his command range. I think 9 is the highest ability in any category. At least it is the highest I've seen. I'm still trying to figure out what happens when a unit is in the command range of multiple HQs at the same time.

Units take the closest HQ. Makes for easy management instead of constantly changing which HQ a unit is attached.

It's super rare but I can confirm that attributes can improve.

I think this would be useful. It would force a unit to take the attributes of the desired General. As it is now the the units take the attributes of the closest general which is not always the best for the mission said unit is assigned.
Example: General Von Kluge and 4th Army are holding open the shoulders of a breakthrough. General Von Kuchler and 5th Panzer Army are breaking through that part of the line. General Von Kluge has the best defensive attributes of the two generals and Von Kuchler has the better attack attributes (hence their assignments). It would be useful if the attacking panzer corps took the better attack attributes of their general and the defending units took the better defensive attributes of their general.
Some have said this would result in a click fest of assigning units to HQs. In most cases (after the initial assignment) I don't think there would be much re-assignment unless a player chose to. Attacking units tanks/armor would be assigned to an attacking type general and probably be left that way. Defending units would go to generals with high defense attributes. Except for some emergency like the destruction of Army Group Center probably not much reason to change things very often. But it would add to unit cohesiveness and force units to use the desired general attributes.
It is not a game breaker but it would make the game better IMO. For now my work around is to load the less critical of the generals onto a train and move him out of the area. Resulting in a small grouping of GHQs about 15 hexagons behind the front [:D]. To be called forward and switched as appropriate.
