As the Axis, don't start this campaign PBEM until you understand Partisans and counter-partisan operations. I did and I don't. Working on finding solutions to the problem.

You only have to kill the units.

As the Axis PBEM, have an effective anti-partisan plan in advance before even starting this scenario--then decide if/how you will advance on Stalingrad/The Caucasus. Once your rear area is in order, DON'T enter the Soviet Beehive like its 1941. You are not getting anywhere near the oil fields (or Rostov) so don't even try unless you are a Zen WarPlanner. I am not.

I wonder if the partisan scripts are working right? In the 1939 campaign I only noticed the actual on-map partisan units appearing in maybe the western 20% - 30% of Russia. The sort of areas conquered in the first few months of Barbarossa. In historically unconquered eastern areas I don't think I ever got an on-map partisan unit.
