Diplomacy Bug?

I play campaign allies. Diplomacy off. Italy attack ZSRR, germany no. 7 december Japan and Italy attack USA, germany no. This is bug? I hold france 1941 november and maybe script have bug?

What is the date. If it is 1942 then probably what happened was that the USSR declared war in May on Germany and Italy responded by declaring war on them.
Same for the USA. But I might need to add those specific scripts for those countries so they DOW on all Axis.
