Italy at war but unable to attack any Allied power

Possible bug in the program or I have toggled the wrong toggle! Played Axis on 1939 scenario, Italy joined war in July 1939. Created trade ok, moved Italian units ok, sent Italian units to eastern front in 1941. However, in Western Desert noticed that the Italians could not attack British units, message came up saying 'not at war'. Italian units were ok to enter Eygpt, block British units etc but just could not attack or join an attack. This applied to air, naval and land units against any Allied power.

Go into diplomacy, click Italy's flag up top and declare war on any allied power you wish to attack. Only minor nations auto join all wars, majors must decide for themselves. I "think" (not sure) Italy only declares on France when they join, they have to declare on all the rest they wish to attack via diplomacy.

LOL - Italy at war but unable to attack any Allied power. This is historical. They were lacking oil for their own navy.
