UK Production values wrong?

Using latest version 1.00.02

After playing as the Axis until Jan 1942, I thought I would try playing as the Allies, in the 1939 Campaign.

Something appears wrong with the UK Production point availability. As of turn 8 - Dec 8,1939 - I still cannot build a single UK unit.

On turn 8, the UK has 108 production points, 95 upkeep, with 85 saved production points. The production gearing is at 1.09. Therefore only 13 points are being added to the UK spendable production pool each turn.
I am using convoy escorts. It has lost 6 merchantmen and 0 escorts so far.

On turn 8, France has 100 production points, 0 upkeep (this cannot be correct?), with 370 saved production points. The production gearing is at 1.06. France is adding 100 points to the French spendable production pool each turn.

The USSR and US production rates seem correct.

I'm fairly new to this game but as I understand it a lot of the initial units are understrength so, with the upkeep at 95 almost all of your production is spent on bringing existing units up to strength. If you dial it down to like 30 or 40 then you'll accumulate more points to spend on buying new units.

Thanks, Mark - that worked.

When I moved the UK upgrade/reinforce value to 0, the UK now has 0 upkeep, and 107 production points per turn to spend.

I thought that upkeep was a fixed value to keep units alive, but it its value is directly related to the value of the upgrade/reinforce slider.

When I played the Axis, I had so many production points that I never changed the upgrade/reinforce slider.

with the upkeep at 95 almost all of your production is spent on bringing existing units up to strength.

When you read the word upkeep on the production page, think of the word spent instead. The number is not a per turn expenditure, it is what you spent last turn only and changes every turn. The reinforcement number is what you authorize the AI to spend max each turn, it persists but upkeep does not.

This is a good, more understandable, way of thinking about those numbers.
