In my current PBEM game, German units appeared north of Leningrad in Finnish territory. All countries are neutral to each other, but when I tried to shift some units to the northeast to get in front of the units, I could not shift very far due to apparently the need for my units to pay ZOC costs. Neutral units should not exert ZOC's into friendly territory, this needs looking into.

This also makes me wonder if they have any effect on supply tracing. Haven't seen evidence of it but it should probably be checked too.
