Questions about issues I have seen

I just bought the game the other day. I have been playing through the 1939 scenario with the latest patch as Allies and Axis and playing around with the editor. I have read through the manual and I have looked through the forum and I am not sure if what I'm seeing are bugs or something I missing to explain it.
1. Strategic Bomber that will NOT take replacements. I have a bomber unit that is 14 of 20 on strength. On the production screen I have more than enough production set aside for replacements. I set the bomber to mission only. I waited as all other units that start the game for the Brits at lower strength gained replacements. This bomber still would not take them. I clicked to take priority and it is the only unit on priority for replacements. Still 14 of 20. I noticed that the mission only was full support again. I didn't change it back so that might be a bug in itself. So I put it back to mission only and flew it to Belfast in hopes that it would not fly missions or getting attacked if that was keeping it from taking replacements. The next turn it was back to full support and still no replacements. I change it back to mission only and it randomly changes modes on me as the turns go by and it has yet to take a replacement. The combat logs does not show it is flying missions. I used truck supply to get it's effectiveness up but it doesn't help. What am I missing on getting this unit to take replacements? Most other units do while I have noticed the malta garrison doesn't but I chalked that up to being isolated in the med and random air attacks by AI. This one air unit is perplexing though as it's stationed in the British Isles, has plenty of supply and units next to it will get replacements.
2. Convey button. I save my game and exit and the button is not lit up as there is nothing outstanding needing my attention. I load the save game later and it is lit up. I click the button and nothing needs attention. I run a turn. It is still lit up. I can't find anything needing attention. I take escorts away from various routes and add them back and sometimes the button resets and sometimes it doesn't. Then if I finally get something on the screen that does need attention and I handle it the button resets. But if I save the game and exit when I reload the button is back to lit up with nothing to do. Am I missing something?
3. Naval Movement. Maybe I missing the rule as it pertains to naval stacks. I have a port with naval units in it. They have not moved. I have a naval unit at sea. It uses it's last operation point to move to the port. It now has 0. When I now click the port the stack has zero Operation Points as a stack which makes sense. It goes by the lowest available. BUT if I unclick the unit that did the moving leaving JUST all the units that haven't moved as the stack they still have 0 points and can't move. Is this an intentional rule? Once one group joins up with others the stack is set to the lowest and even if they never moved out of port these ships are stuck also until the next turn?
