The notes in the 39 game say the Rumanians and Hungarians will join the Axis in Nov 1940 if France has surrendered.

I am almost in December 1940 and still they are neutral.

Does anyone know what the actual rule is? Or is it bugged?

Late December is when they come in, and yes, this is annoying, the notes are wrong about this.

I usually get Hungary in November and Rumania in December Now Finland is bugged I get Finland with out ever attacking Soviet Union..

Glad I saw this. I'll look at the rules. Good idea to only get Finland if you attack the USSR.

On that notion and considering Finns, could it be worth a shot to give some Finns already the snow specialty?
With their income they'll never get there and in later scenarios they've Snow Spec infantries.

Finns are already a winterized country

The countries are correct. By chance maybe the 2 week just happens to go to December. But they do join on the historical dates in November.

I decided not to change Finland's activation clause. Reason is so if Germany wants to put units in Finland they can. The Winter War still happened and the USSR will be at war with Germany in 1942 no matter what.

Well it's now Dec 6th. I have Hungary just this turn, but not Rumania. So why not change the scenario note to reflect the reality. They join in December, not November. Or is it a random thing based on a die roll from November?

They come in November 23rd. Events run at the end of the turn. They should be in. I'll check though. Which scenario 39 or 40?

It's 39 scenario. Rumania joined late December.

I'll adjust it so I don't have a mutiny on my hands.
