Soviet 100% Readiness Bug in Wir 3.3?

I am new to Wir 3.3 and find it interesting to play. As Russian, does the 100% HQ reinforcement bug still apply (it use to drain all your reserves of manpower with the maximum being 75%).
I would like to reset all my HQs to maximum possible replacement so a quick answer would be appreciated (before i lose

. As far as I know though, you are safe from it and shouldn't have any problems.
