Military Strength

Hello fellow modders, I'm sorry if this was already asked, but...how is military strength calculated? It can't be just total firepower, because I play with a race custom made race and my total ships firepower barely goes above 1000.....yet in the diplomacy screen in shows something like 14k military strength.

Can someone please enlighten me? [:D]
