[FIXED 1121.3]GBI Missile Velocity

In build 1115.7, the US GBI anti-ballistic missile system cruises at a meager 10 knots, making it hilariously useless as an ABM weapon. I believe this is true for all three flavors(CE-I, CE-II Blk 0, CE-II Blk 1,) as they seem to have considerable DLZs, but in the test I ran only the Blk 0 had the geometry to even try to engage.

Did some further testing this evening, and I can confirm that all three types of GBI have the same speed issues.
