Quick question:

What is the purpose of the order emphasis on the formation level?
I assume this is only used when the PO takes ownership of the formation and its units, correct?

Formation orders are primarily designed for use in
fine-tuning the programmed opponent. Except for
the Static and Delay orders, they have no effect on
a human player.
