Effectiveness Question

Playing as the German with the new patch. Italian in Africa question. Have Italian units in Africa being suppled by four ports, Tripoli, Misurata, Benghazi, and Tobruk. All show 0 out of whatever except Tripoli which shows 1/120. I figure this mean all units are supplied though if I extend the range from ports much more some will be unsupplied.
My question is this. One of the air units will not increase its effectiveness. It has been near 0% for multiple turns. The other two air units are regain effectiveness. Just this one fighter unit.
Any ideas?

If you hit S on the keyboard what logistic number appears in the hexagon occupied by the air unit?

30 is the max range a port can supply a unit. Chances are not all your units can trace supply to all ports, so some are out of supply and only get basic supply. You need to spend a supply truck on those units to get the 6% max they can recover per turn.
The game desperately needs an overlay that would show a hexes local stockpile supply availability, what is used and what is available. It should also show you which units used the limited stockpiles and which are in basic that turn if the area exceeds stockpile capacities. As it stands now you have to add everything up yourself, quite tedious.
We also have no idea how supplies are spent, so for example are the closest units supplied first, the farthest? Is a units effectiveness the determining factor, thus the least effective units draw first? We just don't know, but it matters a lot since units 30 hexes away use twice as much supply as units within ten hexes.

Yes with the logistics number of 8 in the hexagon that should not be the problem. It is probably something that Jim D Burns mentioned above.
When a turn first starts we are given notifications along the top right edge of the screen (Partisan activity, etc.). IIRC one of those notifications are for units that are in basic supply and out of supply. Are you getting the "Unit has basic supply only" notification for your air unit?
I guess you could also turn on priority supply for that air unit and see if that changes anything. But it would be nice to understand what is causing this situation to begin with.

There are 264 supply points coming from my units in North Africa. 249 points are within 10 hexes of Tobruk but it only has a supply capability of 80 (20X4). Some of the units are within 10 hexes of Bengasi. Every unit is within 30 hexes of Tripoli. All of the units are with 20 hexes of Misurata. Three of the four ports report all supply points being used. Tripoli says 1/120 left. So I assume they are all in supply (but certainly could be wrong as I don't claim to really understand supply well). Supply trucks would have been a good idea. Should have tried them.
Your idea that the one air unit is not in full supply makes the most sense. That explain the lack of recovering effectiveness.
I just don't understand why it is not in full supply.

If all the ports have zero stockpile within 30 hexes you have a problem.
As for marking units with supply/less supply I have not found an elegant solution that doesn't overload the map.

I have one port within thirty hexes that has 1 supply point left. I figured I had the correct number of units that would remain in full supply as long as I did not increase any of the units distance from any of the four ports. Is my logic faulty?

As Germany or Britain I always have one tac bomber that won't always work it either has no moves left or only one no matter what supply source it is on .

If it is on support then it helps land attacks.
