South American Oil Embargo

Ok.. Title may have gotten your attention.
Issue: UK not receiving oil from South America. Winston needs your help to determine what is happening.
Known:
1. No subs are interdicting the route
2. Route is active via main map. i can see the route path enabled.
3. UK has plenty of available merchants.
4. Version 1.00.31 is running. Been running for several turns. PBEM game. I verified that I had convoys active for several turns.
5. The middle east has been over run by Italians and Germans. Egypt, Persia, Iraq are under German control.
6. PBEM games started under 1.00.21.
