If you buy divisions can you build them into Corps...or must Corps be purchased initially and broken down?

Yes.

Something similar would seem good for other unit types as their build times are very long. Especially naval when the time to save is added. You cannot even begin construction. Have to pay the whole cost upfront. By 1939 I think the US was starting all the South Dakota class BBs and then comes the Two Ocean Navy Act. Perhaps there are reasons for this.

I'll add that to the list and a cancel build button that recovers a partial cost.
