When you split off a division it is not in garrison mode. There is no production cost for this.
Shouldn't the division be in garrison mode, otherwise this is 'free' production points ?

You are right. If you detach a div from a garrison unit the div should be garrison mode. Thanks for noticing that. I will fix it.
