Norway Scripted Events

This question deal with the scripted events associated with an Axis Norway Invasion.
In a two player game:
Does a Norway DOW occur automatically?
If so, what free German units (garrisons) are generated and where do they go?
If there is no automatic Norway DOW, then do free units still arrive in the next turn if the Axis player conquers Oslo?
Just trying to get my head around the sequence.

For A.I. Norway there is zero possible chance for me do complex A.I. scripting to prevent them from being screwed. So I followed the SC3 route mostly. I still have them physically invade but I just give them the garrison units. The A.I. simply can't send all those guys north without being raped by a human player.
In a Human player game if the Axis invade and take Oslo they surrender. Period. It is up to the Axis player to garrison the locations and protect vs the UK.
If the UK attacks Norway then Germany gets all their shipping and their ship permanently + an extra volunteer unit near Oslo. Of course if you invade Norway and the Germans do nothing..... Norway had a lot of merchant marine.
Norway has always been a tough cookie to solve. It was fought with a small number of troops, garrisoned by 200k men, and is in an awkward spot for recreating historical reference. It is much easier to be an annoyance as the Allies to the Axis then the other way around.
IMO as the Axis I just wouldn't invade Norway. Take your hits in the winter, shut down the convoy. Let the Norwegians guard their own coast line. Otherwise you will have to garrison it all. Then The UK can screw with you at will.
