Logistics and Convoys Questions

1. Logistics. I feel like the number in the far left column is a constant for each country. For example Germany's number seems to always be 4250. The Stockpile is the number available to the player for builds. Does this seem correct? The number I need to keep an eye on is the Stockpile number? If this gets close to zero, I need to back of on builds?
2. Convoys. Just starting my first game on patch 1.03.1 as the Axis. All the convoys for both Germany and Italy are toggled active. Is there any reason to toggle the convoys the Axis will never use (Caribbean Sea, African Coast etc.) to holding?

#1 yes the left number is total. The right number is what is left.
#2 You can turn them off or on as you like.

Do these increase with production or conquests. USA logistics are 2600 compared to German 4250.Even if that's only half then USA is 5200. Can you get a Two Ocean Navy on that plus 100 divisions and 200000 planes? 2 million motor vehicles? merchant ships etc? I think Brute Force might need a bigger foundation. Perhaps I am unaware of something.

Logistics never go up. You get it back if a unit is destroyed I believe.

Logistics doesn't increase over time because that would be something difficult to manage overall. As is you can't fill your logistics that quickly and there are plenty of support items to build. You can also hold a reserve of production for repairs.
Generally the Germans and USSR should fill out around 1943 with all the combat going on.
