[WAD] Scenario Editor Air Intercept Missions

I designed a scenario and assigned the enemy fighters with an "air intercept mission" to intercept my aircraft which at the time were all aboard a carrier. Everything worked fine and the enemy planes did intercept my planes at the times I programmed in and once my planes were launched and I assume detected. With that confidence under my belt I designed a second scenario and once again, I assigned the enemy planes to intercept my planes with an "air intercept mission" and at the time, grounded planes. However, the enemy planes will not launch and therefore will not intercept my aircraft as instructed. I compared the two scenario airstrike missions ( one works & the other doesn't) and the settings all look the same to me. In consulting the manual under "Section 6.6.4 Strike Mission" on page 71 under the first paragraph titled "Air Intercept" it states " Units assigned to this mission will attempt to intercept and engage the selected air contacts". I don't see how to choose the "selected targets"( my planes) since they are grounded either at an air base or a carrier.
My goal is to have both sides planes grounded at the beginning of the scenario and have the enemy engage my aircraft when detected once launched. I have studied the scenarios that come with the game that have "air intercept "missions" that do exactly what I want to do in my scenario, but again I see no difference in the settings.
I have tried to be as specific as possible here to describe the situation and have spent hours going over the manual and searching the internet, including this forum for answers but have been unable to find one. As a work around until I can figure this out I adjusted my second scenario and have the enemy fighters assigned to "patrol missions" as a work around. They do launch to the point I selected at the designated times but once on station, all they is is patrol and will not engage my aircraft. Of course this is less that satisfying since the enemy planes are literally sitting ducks.
Once again I am reaching out to the community to help me solve this issue. Command, as was Harpoon is and was my favorite game of all time and this issue may be my last hurdle to do everything I want the scenario to do, but then again perhaps not. Anyway, can anyone help me with this and if I need to provide additional information, please let me know. Everyone has always been supportive here and all my past issues have been addressed.
