Where manpower gains can be edited in the Editor?

I see that cities have victory points, production, etc - but not manpower.

Country -> name of country -> 1st column 1st block of data near bottom of that block

You have to increase two things in editor the level of replacements and the total of reserves as you edit level it increases the total of reserves potential but not the actual reserves available.

Ah! I thought manpower was tied to the map. (As per like cities, resources, etc)
