For some reason certain air units are not accepting reinforcements to replace their loses.
The British strategic bomber No. 4 Hvy Bmbr. has been set to receive priority replacements since 1939
and is within HQ command range. The repair/upgrade enabled within command range has been activated.
30 production points have been allocated for upgrade/repairs.

A number of French air units are also experiencing this problem

Any ideas as to why this is happening?

Make sure it is the only unit set to priority.

I've had the same problem with the same unit. On the Russian front the units seem to upgrade from north to south and if a 1931 upgrade hits before all are done then it starts over. I thought it was random. The rationale was it would reduce micromanaging of adding the replacements but I seem to be doing just as much turning upgrade/reinforcement on and off. Is there some priority under the hood based on unit type, reinforcement versus upgrade, location etc. proximity to city of HQ?

While I experience the same issue with reinforcing planes - they do get reinforced just they're extremely costy so even to repair -1- point it takes a helluva of production point.

So for instance an infantry Health Point costs 6 I believe (unless discounts are applied) at the '39 quality.
I may have read in the forums that there is a 20% discount when just repairing so make it 5.

Now let's take a fighter. 250 cost at 39 tier. 20 HP. So 12.5 production (or 10ish if there is a discount) per health point.

That's just bound to ramp up as the technologies escalates.

So to repair 30 is like ... 1-2 points of a strat-bomber. And as Michael said, make sure it is the only one with priority.

There is an order of replacement chart in the manual. When someone has this problem it so far has been on the user side.
