latest patch

I just picked this game up in the sale.
The latest patch won't down load from the server - I am referring to
[PC] Update v1.11.03 (Jun 15, 2018)
It times out on several attempts.
Edit: the download is working now
Also, with the public beta, do you only need the latest one?
lastly, does this need switches in the target line in the shortcut to run in windows 10?
