Hello, for some reason I can never attack Parma. I can declare war but never move into the country.

Parma is a province of Spain. Did you declare war on Spain?

Sorry I misunderstood. I'd need some more info. What nation and when. If two nations DOW then sometimes you don't get it; you should check Parma's status to see if its at war. If you are at war then you might not be able to reach the minor, and if you don't enter/remain in the minor then a lapse of war happens. If that's the case and you did DOW last turn but failed to enter/stay, then you are no longer at war. Check also the game log to see what happened.
