I am having a problem moving them into the convoy zones.
Is there something I am missing or is that a problem with the game?

You have to be more specific. What exactly is the problem?

My 1st guess is that you are trying to move ships and subs together. They can't move together but they can port together. You need to select only subs.

No, they are separate. When they are out to sea, I was only able to move them outside of convoy zones.
I have since been able to move them. Not sure why I had that problem originally, but I think it is ok now
