What Disables Invasion Option

I am trying to understand what disabled the invasion option for a unit.

I have plenty of landing ships and my unit is in a beach hex. What else would cause the Invade Option to not be enabled?

Weather on the beaches.
Action points used by the naval force as it moves to the coastline.

I had problems in a recent game invading Vichy Africa because I wasn't paying attention to one or the other of those.

Ah...so to invade, does the unit needs a remaining action point...in other words, the invasion target needs to be 1 action point away?

To perform ANYTHING in WarPlan you need operation points... movement, attacks, invasions. Except debarking at a port that is free.

So if you sail using 2 operation points you can't invade. If you sail using 1 operation point you can invade.
The movement white circle tells you how many operation points you use.
