Do people find them useful? I'm trying to decide whether to spend the MPPs on them.

They are useful for recon for sure.

They can be. Over land they are a sort of mixed bag - good range, some strat bombing ability, but no useful ground attack or artillery spotting. So fixed-wing bombers are more useful late game. But particularly with tech, the airships start to have very very good naval spotting.
