Is there any drawback for a unit reinforcing next to an enemy unit vs. when it's not?

No, but overstrength or upgrades are not possible adjacent to the enemy.
It's also recommended to look if the entrenchement lvl is okay, otherwise it could be better to swap with another unit and then to reinforce, which is still possible if no other actions were taken.
